1、二级商户只能在由平台发起支付,商户做的违规行为,平台理论上都会知晓的,再者,平台没有告知商家是在用自己商户号收款吗?根据合作协议及平台规范这里平台是要有告知义务的。

2、商户一般存在异常无非是被投诉未及时处理,交易纠纷这类问题,因为二级商户不能自己发起支付,肯定不可能自己拿商户号去洗钱、赌博之类的行为,平台要为此承担责任。等到处罚再处理就晚了,消费者投诉接口又不是没有上线。申诉根据具体的处罚方案指引商户登录商户平台/商家助手小程序进行申诉/相关操作。

3、1)主要问题还是平台对于商户的审核、日常巡查没有尽到义务,电商收付通服务商也是要和普通服务商一样,对服务商下商户尽到核查、日常巡查义务,因为这也是属于进行从事收单业务
