回答：
建议1：检查用户openid获取的对不对；
建议2：检查商户号和开放平台是否对应。比如APP微信支付对应的商户号，和公众号微信支付对应的商户号，是两个不同的商户号，他们的用户openid也是不同的。
我们当时想在公众号对应的商户平台搞优惠券发给用户（openid），结果不支持发给APP对应的商户号用户，最后手动申请了同品牌才行。
用公众号APPID 试试？
不知道你说的是不是同一处，但APP支付接口文档是有问题的
